Yes, I think Serbian fans did deserve this kind of punishment. The bigger question to me is whether Serbia can continue to host matches or should they be barred for two years. I mean the fans did not allow the start the match and the police and security could not do anything. I think the best punishment would have been to force Serbia to play outside Serbia for their home matches for a period of 2 years.
That would have sent a strong signal to all nations to spruce up security to avoid such incidents.

I hope this can make serbian supporters to don't do it again. and I hope the other extreme supporter on the around the world thinking twice to riot on the stadium. I think UEFA decision is right this is for deterrent effect, and example for the other country supporters or club supporters.

This is the common way which this type of incidents are solved. But usually the home team is penalized for not being able to organize a game. I am pretty sure that if this things happened in Serbia and the Italian fans would have done this, it wouldn't be awarded 3-0 to Serbia. But it is always good when things are punished, because these things shouldn't happen on football stadiums and no other place on the world. All those hooligans who do these type of actions should be locked up for a long period of time to realize that they did something very bad, because when the federation is fined and the team suffers a loss, they don't care. So I think they should be punished for this actions, and they should be punished harshly.
