to pypal properly not..also because this system so exchange money on different processor is not allowwed from paypal policy so seldom i think you can find services like that..may be someone can do it but it is not really legit from paypal point of view so all these you can make to your own risk..if something will be wrong paypal never support you because it was not allowed by its policies. if you want exchange to low interests towards other processors as liberty reserve alertpay,perfect money and others..you can check xchnager i put a banner about ths site on my prfile so there you can exchange money on different payment processors but not towards or starting to paypal.
