Windows 7 need help with external drive problem i have

I did a full system restore to factory settings on my Toshiba satellite l455d laptop and now whenever I put sd card in my computer or connect an external hdd and try to access it windows 7 tells me I have to format to access the drives. It never did this before. When ever I select to format the drive windows 7 then shows me an error message saying it was unable to format the drive. The sd card is not damaged cause it works with my other computers. My external hdd is a brand new 500 gb seagate I obtained just a week ago. I tried changing the format to NTFS and FAT and neither have worked even though i am pretty sure my computer is NTFS.
Any one have a solution or any suggestions???

If you are having a genuine Operating System Disc then reinstall the OS in your system.

Unfortunately, my toshiba laptop did not come with a windows 7 disk, or any disks for that matter. For me to re install windows I would have to buy windows 7, even though I already have it on my computer to re install it and I am not even sure it would work. Thanks sarwarjahan, I will definitely try re installing my OS it seems it is the only thing I have not done yet. I hope it works.

first you can check the driver for your external drive. usually axternal drive got a driver from factory.
if the problem still not solved maybe you can check the toshiba usb port because if the usb port damage you should change it. check it using another usb device
