Cultural Traditions

As a lifetime learner, I like to be able to better understand the world around me if/when possible. That said, I have a question: In the Mexican culture, what tradition is taking place when people have an outdoor party where they erect a huge (sometimes black plastic) tent over the whole backyard so that no one can see what it is that is going on inside? I have seen this in my neighborhood, and have heard singing and a lot of what sounds like cat-calls and laughter. Many of the voices are clearly children's voices. It's almost as if there is something illicit going on. If that's the case, why are children involved? For that matter, why do Mexican parents completely cover their babies with blankets when they are outside, so that they cannot see anything--even if it is 80-90 degrees outside? I would really like to know.
