Because a City Council is a civil body, not a religious one (and nor should it be - Church and State should be kept separate), it is not appropriate for it to have an organised prayer session before its meetings.
This in no way prevents individual council members from praying for guidance for themselves and for the meeting as a whole. Jesus Himself, while instructing his disciples, said that it was much better to pray alone and in private than in public where others might see one and so be tempted to think a person better than he is.

Prayers are being ban in some countries. I hate the council for doing this as i can see most of the members in the council are atheist. You can't blame them for that. A prayer would definitely increase our moral if i do so myself.
