Add Funds Is Not Available

hi frns,when i tried to Add funds from my bank account to paypal i got the following message "ADD FUNDS IS NOT AVAILABLE paypal doesnot currently offer the ability to add funds from your bank account when you make a payment,paypal charges the buyers credit card and instantly credits the seller's paypal account" Does all the members getting the same or it is for me only.i'm frm india and have a premier account Thank u!!!!!
