I see ranks beside name who ranks them ?

Hi, I see some our friends have ranks beside their name like "ranked x out of xxxx" etc. How do they get these ranks and who ranks them ? As i already said i m a newbie here, If anybody can help me out on this i will be grateful to them. And one more question how to include 'mark the best' beside user name in the post? Thank you
