how do you find someone?

It is a bit of a strange situation but I am hoping that someone may have some ideas of how to find someone. I have tried private investigators only to be told that they could find them for me but would not give me the address when they found them and that they would only give the address to a solicitor. Now the solicitors say that they cannot do anything without more information. I have limited money and cannot afford to pay both of them to get this information. So if you wanted to find someone who is not listed in phone books and has a habit of moving around a lot, how would you find them? Any ideas would be welcome and I am hitting a brick wall with everything I try.
