Frustration

I am so frustrated and upset with my Head of Department. Due to some personal reason, I need to travel to another site to resolve it. However, due to heavy work load, my manager suggested me to work remotely while resolving the problem. Thus, she will not cut my vacation leave.
And, her boss told her "NO!". If this is one personal problem; he/she has to take vacation leave, and is their responsibilities to work as well! And, he add on that the everyone work during vacation!
Gosh, what on earth?

We have all seen such managers and head of departments. I think we all need to deal with such people in our own way. Getting frustrated would not get you anywhere. So accept the situation and see what best can be salvaged out of it. If required probably build confidence in your HOD that this work can be done remotely and you can do it.

You are entititled to your vacation. You earned that and it is part of your benefits. You should not have to work during your vacation. This person who said you had to work during your vacation does not know the laws very well. The whole point of a vacation is to get away from work and to give yourself a break from the work you do all the rest of the year. This person needs to learn what a vacation is.
