If you review days before it might stick in your head better especially if you sleep on it because sleep improves your recall ability and is important for memory. Cramming is good too, but you may be too nervous and not have enough time to properly absorb the information. To cover all your bases I would do both if you have the time. There's no such thing as being too prepared.

I think the best time to review for an exam is a few days before the exam. It is good idea to review the material a few times so you would remember it. I don't think it helps too much when you review an hour before the exam. Maybe it would do the student better if the student just sleep for that hour and get some rest before a stressful test.

I would study for an exam at least the day before. the more prepared you are, the better off you will be for the exam. Studying in a hurry gives you too much pressure to come through the exam well.

The concepts must be revised a couple of days before the exam. But facts, formulae etc can be reviewed an hour before, provided it doesn't make one nervous!
