If you lived in the city, or suburbs, and a friend gave you a horse, would you consider that a very good present? Sure, you might love horses, but where would you board your new steed, how would you feed it and how much would all this cost?
Would you even be able to afford to keep the gift horse... even if you wanted to look it its mouth?
That's basically what King Doyle (Governor of Wisconsin who is on his way out) wanted the state to be faced with in the form of his little toy trains.
Doyle lobbied for "stimulant" money from the Obama administration to get $810 Million to build his trains (which would connect Milwaukee to Madison and eventually the Twin Cities of Minnesota).
When he first proposed this boondoggle, some of the companies in Wisconsin and the U.S. got excited because they planned on bidding for the job of building the trains. However, that was not to be, because Doyle unilaterally decided that the trains should be built by TALGO... of Spain.
The other problem is, how would a state that is already $2 billion in the hole afford the $8-10 million a year estimated to operate and maintain the white elephant. Of course, this meant nothing to Doyle, he simply said that if Wisconsin doesn't get the $800 million, some other state will. Apparently Doyle couldn't get himself to try to get the money to actually repair the bridges and other infrastructure that he admits needs to be done.
Well, now that the voters of Wisconsin voted Republicans into the Governor's mansion, and control off all houses of the state legislature, the Trains from Spain stay Mainly in Doyle's Brain.
Sorry Doyle, your reign of crime is coming to an end, and you don't get to saddle us with the cost of your criminal enterprises any longer.

As Wisconsinites, hubby and are are very relieved and hope this drain now stays only in Doyles brain!! (And imagine! outsourcing the whole thing as jobs for another country, let alone, state!)
