certificate craze

In china Nowadays there is a"certificate craze" on campus. thousands of college students are keen on working for some certificates. such as Business English certificate, CET-4 and CET-6 and other differet professional certificates.
why is there such a craze? what do you think of certificates? Are they helpful?
