Personal feeling here, but I would think that any software development should take into consideration the end user's wants,desires,etc.
Would this not make for a more user friendly product?

Let's consider a TV for an example. There are many brands available and they come up with multiple features and user friendly.
Suppose, there is a TV manufactured with low end items inside but it looks very rich outside and has multiple features and much more user friendly, but u don't have a brand name !!! Will u go for it??
Similarly to a Database, they should know the Database !!!

Selection of database (that includes it's design and management) does not require involvement of the end users, end users are considered only while choosing/designing the front end of the application.

They should know the Database too.. It's just an Information...Whether it's Oracle or MS SQL .. Just an information about the Database will be a good thing..

The end users should have some knowledge on how to use the front end applications for their business .
There are multiple Database available and their service and user friendliness are also a matter of concern.
Many clients look for an attractive front page application, so that it doesn't require prior knowledge on how to enter the fields.
The cost of maintaining the Database should also be taken care and even the Database software used for this should also be noted.
Sending tickets if the front end application is not connecting properly should be considered.
The service after sending tickets should also be considered !!!
