how did people decided wich name to give to things?

how did people decided wich name to give to things? i mean why do people call fork -fork why is not spoon fork ,or fork spoon ,and if the whole world would teach theirs children that spoon is fork ,children would accept that and bring it to the next generation so the spoon will become fork!
