I think so.. Philippines is govern mostly (but not all) of corrupt official. They are in that position not to help the poor or help the Philippine to overcome the present situation they are so selfish to dream and used their power to earn more money for themselves.

You shoudn't be sad about it, it is just a fact of life. I live in Greece, probably on the most corrupt countries in the world. Humans are corrupt beings to begin with, you can't do anything about it. In order to limit corruption, there has to be a a radical change on the population, which is impossible.
