Who deserves to be celebrated most?The robber or the security??

Most times, we have reasons to celebrate people based on their performances, the roles they played in developing/promoting something or for other reasons known best to those who celebrate them. Most of these celebrations are those of achievement, potraying the positive aspects of what those celebrants achieved.
However, there are others who also deserve to be celebrated but have not been accorded any thought at all. There are those who are the reason why the achievers get to be celebrated. For instance, when a policeman becomes a hero by risking his life to foil a bank robbery, he is celebrated, but the bank robber is not.
Shouldnt we celebrate those who make negative impacts to our lives more than those who make positive impacts? I thought celebrating the negative ones opens our eyes more to those things we should avoid rather than those things we should concentrate on or improve upon.
