Wesley Snipes, $38 Million in 7 years, no income taxes paid?

Ok, I have always thought Wesley Snipes was a decent actor, and enjoy most of his roles. I remember a number of years ago when this first surfaced, he was basically "fleeing the country" by staying on location in Africa instead of returning home to face fines and possible jail time. Fast forward 10 years, and we are still in the same predicament, only now we have added a jail sentence to it. No taxes paid for a span of 7 years, in the same time he earned more then $38 Million. I understand some people live beyond their means, as I remember at one point M.C. Hammer owed $33 Million to the IRS. But seriously, $38 Million in 7 years and he can't make some sort of payment arrangement, or even pay a portion of the amount owed? What is wrong with this picture? Is the man nuts?
