This kind of sites are sites where you initially make not much money. You get some ads (4 ads, smetimes 5 or 6, and that is where it stops) every day and need to view them for 30 seconds. This does not take much time, and when your daily clicks are done, you can easily do other stuff. These sites are free to sign up (if you need to pay to sign up, that site is scam) and all users from all over the world can take part and will earn the same amount of money for every click they make. You will earn not much in the beginning, but patience is an important word here. It is the key to success in this kind of sites. Once you got enough money to buy referrals (this can be already after two weeks or sooner if you are active every day) your earnings will rise really quick.
