The Govt is Watching Us

I was with my friend awhile ago and he told me how a lot of things are not allowed in the internet in Singapore, no downloading, no this and that, and social sites are monitored. And to make things worse, he told me he doesn't want a computer with a webcam cause the gov't or whoever has the power there, can monitor you via webcam, and they could also watch you when you're having a private webcam conversation. Sounds stupid actually. But, in a way, technology is evolving fast... And so I ask, is it true? Could the gov't people in Singapore (or other parts of the world) watch you via webcam? If that is the case, then I am so f**ked for having a webcam. topic sounds kinda stupid, but that was the conversation we had awhile ago.
