Can't edit payment information while selecting Nepal as country

I am from Nepal. I have a paypal account too. But when i edit my payment information with my country it doesnt show update button but when i do it with other country like india it shows. What can i do? Please help.

i think they pay only in certain countries and not in all countries.
in order to make or take a payment you need to be in those countries.
like we see some survey which are meant only for the us and uk and not to other countries.
