My friend try to start his own business

Last night, I had dinner with my friend for the pre - celebration of Thanksgiving, and we had discussed about the business idea. He seems very ambitious about starting his own cleaning business for other businesses, such as apartment complex, and office building. To start it, he must save up some money to get the equipment, and he must know something how the business operate, and how the get pay rate goes. He seems have pretty good idea of what he is attempting to do. But he seems lack of experience of how to deal with all these legal stuff. And he doesn't have much money as an initial investment too. What I suggest him to do, save up some money, or start it as a partnership with his trusted buddies. If he is affirmative of what he believe in, he should take action now.
