I heard that you can transfer funds from AP to PP and vice versa by using third party website. but there is a small fee.

As I know Paypal has an option to transfer money to other account such as saving account or bank account with bank fee each transfer. But Paypal to other processor I don't have idea if possible because thay are both business competitors.... see you around

I don't think it's possible. Alertpay and Paypal are two separate entities and they are not affiliated from each other. There are no ways to transfer funds from your Paypal account to Alertpay account or vice versa.
There are some third parties that helps transferring funds from any payment processors with additional charges of course or subtracting some charges from your transferred funds.
You can search Mylot above if there is any possible means that you can transfer funds.
