How do you deeply define cheating when it comes to relationship?

Whenever I thought of cheating with a boyfriend or a girlfriend, I always thought there is a third party or he/she is cheating for another person. Until one day I met a person and she says that when you fantasize another person, that's already cheating. How about you guys? How deeply do you define cheating? Are you the first one or the later?
