I think this weapon is for defense and attack, and it seem more to defense weapon.the main purpose is to manipulate nature and climate to defend and for the enemy.
But, as my believed, who can control the climate is only Allah subhana wa ta'ala. like on AL-Quran Surah 36:Yaasin, verse:82.
"His command, when He intends anything,is only to say to it:Be, so it is".
then, I wonder if they ca control the climate like God.

How the hell is this a weapon, it's more like a deconstruction tool like bulldozer when you think of what it can do.
