Is Bidvertiser a safe site?

To anybody who knows this site. I want to advertise using this site but it needs to get your credit card information to get started. Is this site safe to use?

Bidvertiser is a safe site but I've never earned any money from them.

I wouldn't do that, I just gave them my PayPal account email address.
