Classifying Films For Audience Suitability Should Become Stricter?

I honestly think that rating should strictly be impose on media i.e films, games etc, I notice recently that there are tons of cartoons that are not restricted to Children but shows mature content such as profanity and violence. Parents for instance will switch on the TV and leave it to their kids since they know it is cartoons.. what they don't know is that they have to be lenient because certain films shows morally offensive things. Do you agree with me that a much stricter rating should be impose to protect children's innocence?
