New provision allow Merchants to discount cash payers

Credit card is convenient for shopping, and is adopted by majority of shoppers. But the transaction fee involve in using of credit cards might not be so preferrable from those retail merchants. Since those giant banks might charge a high fee on every transaction to increase their revenue. So, the new law from state government, I heard from a retail merchant mention about it, they might allow merchants to give discount to those cash payers, and to other people to use cash. What do you think about that?
