When is the right period to teach dog/ puppy to learn a trick?

Though we had a number of pets in our house since I was young, I could not recall that I become serious having a pet on my own. I have this puppy for nearly 2 mos. already and as I notice he still cannot recognize his name, he will only come to me when he is sleepy and want to sleep on my couch,and of course when he is hungry. I really wanted to train this puppy so pls give some insight and advice as well..

Hello fightfan_since_one, and welcome to myLot!
A dog can be trained at any age, starting from the age of 8 weeks. It is never too late to train your dog, you know?
To train your dog his name, you should start training in a silent place, where there are no distractions for him. Take some treats and call him from a short distance. As soon as he comes to you, reward him with a treat. Make a few steps back and call him again. Repeat this until he comes to you right away when you call his name. Then you can repeat the command in a place with distractions (other people, other dogs and so on).
Use his name each meal time, call his name and reward him every time he comes, until you think he learned this.

I would not know the exact timing for training puppies. But when my dog had a litter I waited for about a month or two when they were old enough to be able to run around and play. The way I trained them was to repeat the phrase or word while I had them do it and then praise them for it afterwards. For instance, to get them to sit I would say sit and push their bottom down to sit and hold them there for a couple of seconds and then praise them in an excited voice. If you keep doing this a few times a day every day until they get it. It takes some patience and some occasional repetition at least once a week to make sure they remember.
It could be that your puppy doesn't recognize his name because it's not being emphasized enough for him to know better. You could be calling him by name a lot but if your not catching his attention at all then he's not learning or getting your point. You may want to clap while saying his name that way it's a semi-loud noise that'll at least make him look (and later if you decide to make him an outdoor dog he'll be able to hear you call from a distance when you clap and yell for him to come to you.) You could also include a treat as well so that he'll want to come to you. However, be forewarned that then he'll always look for the treat later on.
