How do you know when its the right time to ask a girl out?

Ive been likeing this girl for a while shes really smart nice atractive and well i dont know how to or when to ask her out. she knows i like her and shes still really nice to me and seems to always want to talk but we dont really ever have a chance to hang out so what do you guys think i should do?

i think the best time to check out at holidays to go for a park or for a movie will be better. Be kind with her and She will automatically start liking you. Its my own experience that girls like smartness , so be like a smart and she will be nice with you. :P
