Google Keywords Tool - picking the right keywords

Hi I've been recently musing as to what is the right amount of monthly searches is a good choice if I'm searching for a title for an article on hubpages? Let us assume that I'm searching for low competition keywords in the range of 5000 to 100000.
And please give your reasons.
