Those are basically Smartphones, and are rapidly evolving into Superphones(like the Samsung Galaxy S, HTC Desire HD, Motorola Droid Global 2, etc.). Their specifications range from having a 1GHz processor to a 1.2GHz processor, with at least 512MB RAM and some with 16GB internal Memory, expandable to 32GB. To top that, you have HD Video recording capabilities and a support to play multiple file formats(including loss-less) of videos and music. They also have Graphic Processor Units.
I can play Quake 3 Arena on my Phone just as well as I can on my Computer. One of the major flaws of these high-end Phones is their Battery backup. They have an average backup of about 1 day, but the day should not be far when sleeker batteries with higher capacities hit the Market!

Yeah I know O2 and htc, you can add blackberry to that one and now iphone has joined the bandwagon. But before iphone became the most popular ones, O2 and blackberry ruled this world. They were only used by executives for business purposes, but now it seems that everybody's been using it. But O2 now isn't as popular as it used to be but blackberry has retained it's popularity in the market and htc is catching up.

I have the Samsung Fascinate which is a Galaxy S phone. I am not sure if it is a pocket pc phone or not, but I can do a lot with it like downloading apps and games from the market, as sit is an Android phone. The last phone I had was considered a pocket pc phone and that one is the Samsung Omnia 2, and it is a nice phone, but I like my Android a lot better, as I can do more with it than I could the Omnia 2. I do like smartphones though as to me they are high tech phones. I am going to stay with the Android phone, that is for sure. Take care, and have a very good day.
