It is a good question, but there should be clarified which are good players in your opinion. In my opinion a good player is a player who makes lots of teamwork, gives lots of passes and is very useful to the team. I don't like individualist players, so I cannot consider C.Ronaldo a good player. I like Germany, so I would say that German players are the best, but I consider Catalan players very good as well. In my opinion Xavi Hernandez is the best player in the football history.

there are many countries throughout history that produced formidable players. I believe thought that Brazil is the best star-raising. However, these countries tend to rotate, for instance, Italy two decades ago had a team with all future stars, Totti, Del Piero, Pirlo, Gattuso, Nesta, Toldo, Cannavaro, Materazzi, Zambrotta, Inzaghi and some more, all of them great players who played in the very best teams.
Nevertheless, this generation isn't havin too much potential compared with previous generations. Pazzini, Montolivo, Chiellini, etc are good players but not great players.

Some countries will provide a great players sometimes or other. But Brazil is the only country to produce a stable chain of world beater. Pele, Garrincha. Jairzinho, Socrates, Zico, Falco, Romario, Ronaldo, Ronaldinho, Kaka, etc etc. The list can go on and on.

As for me, Brazil is undeniably the country which produces lots of football stars...Nevertheless, some other countries like Argentina and not-to-forget England also produces the best of players such as the likes of Diego Maradona, and England's best of all-time goalkeeper Gordon Banks, which saved Pele's header in the World Cup (I do not remember the year)...Pele also praised the save as "the best save he has ever seen"...But personally, I think Brazil is still the place where greatest football stars are born...
