how to make a deposit on alertpay or paypal?

I don't have a credit card and my location was in Philippines. I'm planning to upgrade a account and I need alertpay or paypal account for the payment of upgrading. Unfortuneately, I don't have a sufficient balance on both alertpay and paypal? What shall I do? Thank you in advance for the help.
