It's safe, definitely. Although recently they changed their policies because of some scam issues, they still remains as the safest sites to transfer and deposit money. Actually you can also verify your account by linking your local bank account. They have two options for you. One is using credit/debit card and another is using bank account. Yes it is absolutely safe to use Paypal as long as you don't give your password to someone you don't know. And you can also of course use your debit card instead of credit card to verify your Paypal account. I'm using my debit card too as it is quite difficult to apply for credit card in my country.
