Internet explorer error?

Internet explorer not IE error sy road as in "run" it says "Internet Explorer has encountered a problem and needs to close." & I love browsing there who know the solution ...
Start Internet Explorer.
On the Tools menu, click Internet Options.
On the Advanced tab, click to clear the Enable smart tags check box.
Click OK, and then restart Internet Explorer.
gmn mo click tools menu? aja start internet explorer can not ... then I had to uninstall & reinstall IE7 & IE8

To access Internet Options in Internet explorer does not need to open the program.
Could open the Control Panel Internet Options
Although I hesitate to uncheck Enable smart tags will fix your problem.
Usually there are windows system files are corrupted so that IE can not be opened at all, I suggest you try to repair your Windows CD using Windows (If you use XP)

Please explain your issues again. I (and other people here) am having difficulty understanding what the problem is.
