Do you have administrive rights with your account?
Many business computers only give you user accounts to protect the machine from interference.

You have a virus that disable the access to the registry and task manager, try to scan your PC with a good antivirus to remove it, I recommend malwarebytes antimalware.
If after removing the virus you can't get acces to registry and task manager i give you a couple of tricks to enable it...
