Crazy People!

There are so many crazy people out there, it is just insane. My sister was telling me that her neighbor (who is in the apartment above her), keeps calling the cops to complain because she says that they are making too much noise.
This neighbor is ABOVE them, and she called the cops, because she said that my nephew's footsteps are too loud, and that they are making too much noise. Ok, now, if she was BELOW them, and they were in the apartment above her, I would understand, but you're are above them, lady, what is your problem?!!!
My sister said, this lady calls the cops more than 3 times a week to complain about them, when they have no done anything to her. She blasts her music loud from the minute she gets home from work, until 8 or 9 pm. And she vacuums at 6:30am (to get back at my sister, who doesn't do anything intentional to her). Once, I was chatting online with my nephew, and heard a vrooom vroom sound in the background (it was after midnight), and my sister told me it was the crazy lady vacuuming. She vacuums day and night and blasts her music all day and past sundown, to drive my sister's family out of the neighborhood.
I can't believe they have such a crazy neighbor. Have you experienced this? I feel so bad for my sister. She is a friendly person, and had never had a problem with anyone. This lady has made them miserable since they first moved.

This certainly sounds odd and twisted as I am under these crazy neighbors above who have a child that runs with shoes at 2am or later. I can't imagine any 2 year old up that late making so much racket.
The parents are worst and to date I have not called the cops, although I have spoken to them and to the landlord. It seems to me that we would leave if it is way too irritating rather then calling the police.
Sorry to hear about your sister going through this, and I hope the police is understanding and not fining with tickets of some sorts.

Thanks, yeah. The lady wanted to take her to court, and if she loses then she is fined. But, since the cops came out so much, they must've convinced her that she might lose and have to pay the fine, because she dropped the suit. But, I think that is what my sister might do also, because the management agency don't care very much. They said she can move to a different unit, but has to pay some additional fees. Thanks again.
