In my home country we have to past a practical driving test which is very challenging. We have a book called The Highway Code and it says about road signs and has a list of what is allowed and what is not allowed at all. Every car driver has to have insurance and road tax. Cars over three years old have to have a road test at a garage to say that the car is safe. I know that in Singapore they allow drivers to have a pass to drive their car on a day, a couple of days or a few days per week. I hope that the traffic measures will work. Good luck to the traffic in Beijing to get lighter.

I visited Beijing several years ago, and driving, even being driven through the city was scary. our driver was very aggressive, and I felt I had to close my eyes and hang on for dear life. limiting vehicle registration may or may not help. Have a strong public transit system, and benefits to using it would probably be the best.
