How much would you offer for a ptc site

I am thinking about buying a ptc site that I have been a member of since it first began about 2 years ago...I don't want to see the site disappear as it is a great site that it legit - I too would be a legit owner. The owner is selling because paypal has frozen the account for this particular site & he can't access the funds to pay his members who have requested this via paypal - he can only pay via alertpay. The owner has told me (when I asked him how much) that he would consider any offers & to make an offer of what I would consider the site to be worth...how much would you offer for a site that has been running for just over 2 years, has just over 13,000 members & owes $151 to members who have requested payout. Please keep in mind that the site will come directly with the balance of the hosting plus the details of the host, all passwords, etc.
