I have this same issue when its either cold outside or really bad weather. Ive spoken with Charter, my cable company and they say its a problem with the lines and that its something they will have to fix during the summer. Thankfully they did what they are saying is a temporary fix and so far it definitely seems to be somewhat of an improvement. You may want to think about contacting your ISP to see if there is anything they can do to improve your connection. Sometimes its just something simple causing the problem. Good luck to you.

There is not one solution to this issue. You can try and troubleshoot this though.
Wireless network: if you're using a router to run wi-fi, what you can do is connect your computer directly to the cable that runs internet to your modem/router. One of two things will occur: A) your computer will connect to the internet, or B) you will be faced with the same issue. If A occurs, you have an issue with either your router/modem or the wireless receiver on your computer. You can fix this by first buying a new router and trying it out. If the issue persists, return your router and get your money back. Then, go to your local computer repair shop and let them know that your wireless receiver is faulty. Now, if B occurs, your issue is with your cables: either the cables you run to your router or the cables your ISP uses for connection. To check this: remove the cable you use to connect your router/modem to your jack, go to your local computer supplies store and ask for a replacement cable. Go home and try the cable out, if the problem persists then your issue is solely fix-able by your ISP, give them a call and let them know.
