Medicinal marijuana...

I watched a program recently on the use of marijuana for medicinal purposes. When the program was over I felt like it was only on to put doubt in the idea that it was legitimate. The documentary stated that law enforcement believes less than 2% of patients using it actually benefit from it. It isn't currently legal for any use where I live. Do you feel that it helps people, or that it is just a legal loophole for abusers?
