It is adding sarcasm towards the person that is vindictive. In orders words when someone commits a vindictive act, someone instead of saying you are vindictive, they point it out sarcastically by using the word much.

it means that the subject of the comment is being vindictive. others include sarcastic much, angry much, attention-seeking much. pretty much anything that could be used to describe a person.

Phrased without being an idiom it would be "You are very or extremely vindictive. It is just a way of talking or as you said, an idiom.

It's just sarcasm. It's just like "Wow, you display this behavior often?".
