It's just that in Italy the Supreme Court has sentenced the owners of two dogs that barked in the night ,thus disturbing the rest of people?

You didn't provide all the information to judge the decision of the Supreme Court ourselves. If the barking happened only once, it may be categorized as an accident, but if the two dogs were barking evey night, it is a right decision to sentence the owners, as all the neighborhood has the right to enjoy their silence.
As dog owners, we also have responsibilities, and one of them is to try not to disturb other people with our dog's actions.
