Zero Tolerance .... Means What for you?

In my office nowadays there is a boom around. Management has introduced a zero tolerance policy in certain areas where management feels that violation may put the organization towards a real trouble or its interest at stake. Against each violation of a nature there is a defined consequence or penalty for guilty. Do you agree that there must be zero tolerance policy to safeguard the interest?

I guess it's necessary for some things such as workplace harassment, there should be zero tolerance for that otherwise one harassment will lead to another

There should be zero tolerance in some things, an employee can be let go immediately if he or she violates major office policies. Giving out company secrets or procedures is one, or cheating. For me, violence against a co-worker is another. Although, in my company two people had a fight during office hours and ended up pounding each other in the office but only got a written warning.
