It depends upon the situation. If the message were all capital I guess it's just a natural from that person to write it in all capital letters the same way if it's all in small letters. But I was pissed when somebody text me in a cellphone with all capital letters. It's hard to tell if he/she is mad or what. It's more appropriate if we used in small letters.
