Why don't you joke around about your feelings for her and try to see how she reacts about it. Just state clearly the phrase, "What if." ok?
I just want like to share a little about this topic. Well, my best friend confessed to me his feelings toward me earlier this month.He's good-looking but looking at the picture, I find it really awkward to have intimate affection with him. I can't imagine myself getting intimate with him. I just feel shy about it. You've been really close and all of a sudden, he'll confess that he's in love with me?

I think you should tell your best friend your real feelings for her but make sure that you are ready for the consequences. She might or might not reciprocate the same feelings toward you. You should be open for acceptance and for the risk of telling her what you feel about her. In some situations where they tell their feelings is that they end up losing the person. But you have to remember that there is always this chance that your best friend migt have the same feelings for you. And this is worth taking the risk of letting her know than not telling at all and lose the chance of you having the romantic relationship.

Well, I don't think you need to propose her right away! That will surely spoil your friendship too! You can either wait for some more time and see whether she too feels the same by any means. I mean, show her some extra more care, extra more of importance, keep indicating her how important she is to you, be on her side always, try to be as good as you can and if you see any changes from her side, then you can propose to her!
These things will work your way if done properly. Be careful about all these things. Don't even try to flirt because that will send the song signals that you are trying to take advantage of her friendship. So, just be friendly and caring and do things which she will like and make her happy.

No, I don't think it is right to propose to her. First of all as you've said she only mean friend. There is no point in moving to another level. Second, let her take her time to think or you might be end up ignoring each other. You might lost here if you insist what you want. Be patient. True Love Waits God knows you might end up together.
