You can earn from survey site which has no minimum instant payout but they work best for people in US & Europe.however you can make that much amount of money by doing some freelancer work..no body is going to make upfront payment..many people offers money to write bulk article for them.I think,TDD(techdoctordeals.com) will work best for you as the admin is offering $2-10 per good article you write and they pay instant.

I can't think of any article writing sites that pay upfront. I'm not sure but I think Associated Content or Constant Content used to, I'm not sure if the rules have changed since. There's Digital Journal,a new site I write for. They don't pay up front but they pay out at $10 via Pay Pal and there next payout is March 1st so a little longer than your three week deadline.
