ya surely u can boot dell latitude using usb. u got to use the software "universal usb installer" to mount the image on the pen drive

This is possible although it depends on the computer whether it is new or old. The way I find out whether I can boot from a usb stick which is what I'm guessing you are asking is to go into what is called the cmos setup. You access this by pressing a particular key when you first boot the computer up but you have to be quick otherwise you lose the opportunity and go straight through to the windows desktop.
On my computer I press F2 and this takes me to cmos setup. Once in there I make my way to the boot priority list and you can then choose whether to boot up from the hard drive first or the cd first and so forth. If you are able to boot up from usb, this should be available in the list and you would need to select that, save settings and exit cmos setup. You try the keys to see which key it is for you, it might be your delete key or F2 or maybe even F8. When you first turn the computer on these details are sometimes shown but you need to be quick in spotting them as you go through to windows quite quickly.

One of my friends too has the same laptop. And yes, i think the laptop can be booted using usd drives. Just change the boot order preference in the boot settngs and give it a try... good luck. ;)
