Problem with paypal logging..

I am from India and I am in Mylot making small money and recently there is an email from paypal that the RBI in India has recently notified that the amounts credited in Paypal account should be transferred to Indian Bank account within seven days from the date of credit in paypal account.I have very little money and I wanted to transfer the dame to my bank account in India.I have been trying to log in paypal and do the needful for the last few days.I am unable to log in inspite of several attempts.Can any one help me..?
