I registered there once when I needed a backup payment processor and sent them all my papers to receive a debit card they offer, but to my surprise they replied they still needed to speak with me and make a phone verification. I didn't like it and I didn't even bother to ask for it anymore. It's plain stupid to me to make verification also through phone if I already sent them all the papers plus there are toll fees since I'm not from the US, so I have no intentions to use their site again. PayPal is still the best one and Alertpay sometimes and if you really want a debit card and can't get it on your bank register on moneybookers for one instead. I got my mastercard there without problems, though I'm not really using it often now.
